Ha svolto le funzioni di Parlamentare Europeo, occupandosi  principalmente dei Paesi terzi dell’est Europa e di collaborazione con i Paesi del Nord africa e del Maghreb.

È stato inoltre Sindaco della città di Fano, nonché Amministratore di diverse Strutture Pubbliche locali.

Ha ricoperto il ruolo di Presidente della Banca del Ministero dell’Agricoltura ISA, di Presidente del Servizio Informativo Nazionale ed è stato anche Membro della  Commissione Collaudo e Congruità sui fondi Agea. 

Si è occupato inoltre di agricoltura e pesca svolgendo attività di Amministratore Delegato in aziende controllate dallo Stato Italiano: Agea, Ismea, Unire.

Negli ultimi anni è stato anche Direttore Generale e Direttore Tecnico della società AccorPhoenix.

È stato docente di Diritto ed Economia sia per Istituti Universitari che per Istituti Medi Superiori.

Nel corso della sua lunga carriera professionale, ha sviluppato particolari attitudini nelle relazioni strutturate sia a livello nazionale che internazionale, costruendo importanti rapporti soprattutto con le Istituzioni Europee e con i principali Enti Istituzionali Italiani e Nordafricani.
